Winnipeg police say an off-duty officer has been arrested in connection to the death. No charges have been laid.
“Cody was an outgoing and outspoken person. He would love to make everybody laugh,” said Severight’s stepmom, Barbara Thompson.
Taken to hospital
In a release sent to media shortly after 11 p.m. CT Tuesday, police said they were called to the scene of a “serious motor vehicle collision” at the intersection around 8 p.m.

They say an adult male was taken to hospital in critical condition where he later died of his injuries.
Severight’s sister, Terri Brass, said she was in the area at the time of the collision.
‘I heard a big smash’
“I thought it was two cars hitting each other, I heard a big smash,” she said.
Thompson said she had seen her son about a half-hour before the crash. She said he’d left after their talk to go for a walk with his girlfriend.

“I was really shocked. I seen him just before that, I don’t know … just things going through my mind,” she said. “The last thing he said to me is, ‘Mom I’m going to come with you’ and I said yes.”
Brass said her brother loved to cook and was always there to help if people felt down.
“My little brother was the best part of life. When you’re feeling down he’ll pick you right up. My little brother was the awesomest little guy anybody would ever want.”
