The Film Development Council of the Philippines (FDCP) through Chairperson and CEO Liza Diño recently held an intimate consultative forum on the working conditions of the audiovisual workers with the members of the Kapisanan Ng Mga Direktor Sa Pelikulang Pilipino (KDPP) under current President William Mayo of the film “Lapu-Lapu.”
This was held in the midst of FDCP’s promotions for this month’s festive Pista Ng Pelikulang Pilipino (PPP). That explains why early on I wrote about Chair Liza, who eats, drinks and sleeps movies since her inception into office three years ago from the mandate of President Rodrigo Duterte. The cliché word for this is indefatigable, but most apt.
Chair Liza discussed the existing guidelines and policies with said guild members, and one that has been proposed to strengthen these in hopes of seeking vital, fresher inputs as members of the Film Academy of the Philippines (FAP) under Director General Leo Martinez.
In her opening speech, Chair Liza reiterated the “less than ideal,” if not vicious working conditions in the workplace of the film and TV industry, production offices, units and even the status quo of film booking and exhibition practices.
Liza has observed that the lack of adequate facilities and safety provisions have become systemic in most production activities here in our country.
Such that the apathy and neglect on those responsible for the welfare of the industry workers have led to unwarranted sickness, accidents and deaths. She pointed out the recent accident of actor Eddie Garcia on the set that led to his tragic passing.
The guidelines and policies discussed at said forum included, but not limited to, the following matters:
– No contract, no work.
– Call sheets are a must to be signed by the talents themselves, not to rely on online messages.
– A standard compensation for overtime work during rehearsals, pro-production and the like even if it falls on holidays.
– Minimum compensation for nudity and extreme scenes.
– Strict adherence to meal periods, early calls, waiting time, provisions of safe and clean water and coffee on the set.
– Sanitary and welfare provisions for the use of comfort rooms, dressing rooms, holding areas, etc.
– Turn around time and rests between shooting days, cancellation of work, accommodation, transportation for land, air travel, overnight location and extreme locations.
Lastly, Chair Diño appealed to the KDPP officers and members to make use of their capacities, voices, ideas and new knowledge to effect positive changes that industry sectors have been waiting for the longest time.
This is to be acted upon in contrast to the shopworn reactionary reflexive behavior of those concerned that crops up only when accidents and other untoward events happen to the industry members both in the milieu of mainstream or indie filmmaking to also include audiovisual workers in the commercial and advertising world.
Looks like a glimmer of hope is coming for all sectors of the movie industry.

GUESS WHO? Cosmetically challenged child star (CS) is left behind by her peers who are getting big assignments left and right. CS recently was offered to endorse a popular street food with a talent fee of 50-K. She made a counter proposal of 1-M instead, take it or leave it. The TF asked by CS was too high for the project proponents that they cancelled it right off. Clue: She can be seen doing one of those minor supporting roles in an a nebulous teleserye.
