Newly-sworn House Speaker Lord Allan Velasco said on Tuesday that it should be Taguig Rep. Alan Peter Cayetano himself to declare the seat of the House Speaker vacant during the first day of the four-day special session of Congress beginning Tuesday.
Velasco said this in an interview while addressing Cayetano as former House Speaker.
“Congress was actually suspended last week, yesterday we resumed it by the will of the Majority,” Velasco said as response to the legality of the session.
The House session where Velasco was elected House Speaker was held in Celebrity Sports Plaza in Quezon City on Monday.
He explained Congress can hold sessions where it desires as the Majority can amend House rules.
Cayetano called Velasco’s election as invalid and illegal, asserting he is still the Speaker of the House.
Velasco added that when the Taal volcano erupted in January 2020, Cayetano held a session in Batangas–creating the motion that the Congress can hold sessions even outside the plenary hall.
