The Bicol Saro Party-list Rep. Terry Ridon-led House Infrastructure Committee (infra comm) has formally issued subpoenas to the five contractors who no-showed the first hearing of the joint panel probe on the flood control projects mess.
Slapped with subpoenas were Sarah Discaya (Alpha & Omega General Construction), Mark Arevalo (Wawao Builders Corp.), Miguel Juntura (St. Timothy Construction Corp.), Eumir Villanueva (Topnotch Catalyst Builders), and Sally Santos (Syms Construction Trading).
As opposed to a normal invite, subpoenas are stronger-worded summons to an individual or entity.
“Please be advised that failure to comply with this Order will constrain the Committee to resort to Section 11 of the Rules of Procedure Governing Inquiries in Aid of Legislation of the House of Representatives on the power of contempt,” the subpoena ad testificandum read.
Those subpoenaed individual were ordered to appear at the infra comm hearing at 9 a.m. on Tuesday, Sept. 9. This is exactly a week after the maiden hearing of the special three-way panel.
Meanwhile, Ridon said that the infra comm also requested the issuance of Immigration Lookout Bulletin Orders for Sally Santos of Syms Construction Trading and Herbert Matienzo, former executive director of the Philippine Contractors Accreditation Board (PCAB).
The infra comm is composed of three separate panels: the House Committees on Public Accounts, on Good Government and Public Accountability, and on Public Works and Highways.
These panels are chaired by Ridon, Manila 3rd district Rep. Joel Chua, and Surigao del Sur 1st district Rep. Romeo Momo Sr., respectively. — Ellson Quismorio
