PRA delays C5 Link toll rollout as gov’t weighs fuel costs

MANILA – The Philippine Reclamation Authority (PRA) on Monday announced that toll collection on the C5 Link Expressway will not push through as scheduled, pending inter-agency consensus amid rising fuel costs and the declared state of national energy emergency.

In a statement, the PRA said the Notice to Start Collection (NTSC) issued by the Toll Regulatory Board (TRB) for Segment 3B of the Manila-Cavite Toll Expressway (MCTEP) will depend on the outcome of deliberations by the project committee under the joint venture agreement.

“The timing of the implementation of the NTSC shall depend on the result of the deliberations and agreement of the MCTEP Project Committee,” the PRA said.

The agency clarified that no new toll fees will be imposed on May 5, as discussions continue among the PRA, PEA Tollway Corporation (PEATC), and Cavitex Infrastructure Corporation (CIC).

It added that inspections are ongoing to ensure that remaining “punch list” items following the Certificate of Substantial Completion, Road Safety Audit, and Site Acceptance Test are addressed before toll collection begins.

The PRA said the move would allow stakeholders to agree on an appropriate rollout schedule while minimizing potential issues that could affect motorists.  Wilnard Bacelonia (PNA)
