According to MWSS, the Angat Water Transmission Improvement Project Tunnel No. 5 will ensure the faster travel of water supply from Angat Dam to La Mesa Dam down to the treatment facilities of Maynilad and Manila Water, and eventually to Metro Manila residents.

The construction of the tunnel will enable the delivery of approximately 1.6 million liters (MLD) of water per day to homes in Metro Manila.

To ensure the water supply in Manila and nearby provinces, the MWSS emphasized that Tunnels No. 1 and 2 are also in need of re-engineering as both had been constructed in the 1930s.

The groundbreaking ceremony was held in Norzagaray, Bulacan and attended by officials of the Manila Water, Maynilad, Bulacan local government, other government officials, and indigenous people from Norzagaray.
