Coast Guard modernization a must for our national security

In a nation characterized by thousands of islands and extensive coastlines, the role of the Philippine Coast Guard (PCG) is crucial for our national security. Mainly, it is tasked to safeguard our territorial waters and ensure the safety of our people as they navigate our seas.

The significance of the PCG’s mission was underscored during its 122nd founding anniversary, with the President as the guest of honor: “Let me first offer my profound appreciation on behalf of a grateful nation to the PCG for providing steadfast service and dedication to duty during times of calamity; for upholding our country’s maritime security and promoting our maritime rights; for fighting against the entry of smuggled goods; for protecting our marine environment, and for securing the safety of our fisherfolk as they pursue their means of livelihood.”

Recent headlines have brought maritime issues to the public’s consciousness, with the PCG displaying leadership and resilience in the face of challenges. The President acknowledged this and observed that the PCG has “remained steadfast in assuming a pivotal role in (the) continued promotion and protection of the country’s sovereignty, sovereign rights, and jurisdiction,” and in being at the “forefront of efforts to ensure that fishers and their fishing rights are respected and recognized throughout the vast maritime areas.”

On its anniversary, the President not only praised the extremely valuable and important mandate of the PCG, but also called for efforts to “improve, expand, and modernize” this armed uniformed service attached to the Department of Transportation (DOTr). It becomes an attached service of the Department of National Defense (DND) in times of conflict.

“Be assured that this administration firmly stands with you in your plans and efforts to improve, expand, and modernize the capabilities and services, so that you may better contribute to the security and welfare of our people and of the nation,” said the President, noting that there are plans to add around 40 new vessels to the PCG’s fleet.

Part of the modernization that PCG needs includes upgrading of equipment, boost in training, and increased funding. Such requests are justifiable since the PCG serves as frontliners in sea search and rescue operations, maritime incidents, and even during disaster relief efforts.

“Suffice to say, your accomplishments in the performance of your duty have consistently championed our country and our people’s rights and welfare in the face of daunting adversity and difficulties. Despite all the challenges, the Coast Guard has unwaveringly answered the call of duty,” the President said.

PCG commandant Admiral Artemio Abu, in a media interview, reported that the PCG has “responded to more than 500 maritime incidents from January to September 2023.”

Abu also highlighted that the PCG has “stood its ground in the face of adversity in the West Philippine Sea.” In fact, part of its anniversary was the awarding of distinguished service medals to five officers who have safeguarded the country’s territorial integrity in the West Philippine Sea.

With the integrity and resiliency demonstrated by the 30,000-plus strong personnel behind PCG, along with the commitment of support and funding for modernization, improvement, and training, the PCG will be more than equipped to fulfill its mission. In return, it will be comforting for us to know that no matter how high the waves of upheavals may be, or how the political winds may sway, our coast guards will always protect our territorial integrity first and foremost.
